Setting up of a Maritime Training Institute
The concept of setting-up a Maritime Training Institute was made in 1970 on a pilot basis with the assistance of the Danish Government. Among the various building visited by a Consultant, Mr T. Abd-el-Dayem, the ex building housing the ex Sea Training School was chosen which was located at 7, Guy Rozemont Square, a building previously occupied by the Naval Voluntary forces during the period of British Government.

The school was established initially to provide pre-sea training at sea to young school leavers who intend to make a career at sea.  Eventually the school provided training for all categories of ratings in order to provide pool of seamen for employment locally and in foreign shipping companies.  It was later felt that the building could not meet the school’s mission.

In 2003, Government approval was obtained for the construction of a modern, structured and architectural building with sea frontage, to be constructed in two phases situated at Royal Road, Pointe Aux Sables. The foundation  stone was laid down by Hon. A. K. Bachoo the then Minister of Shipping.  Cost of the project amounted to Rs 60 m.

In December 2006, the ex-Sea Training School moved to its new location.  In May 2007 Cabinet gave its approval for renaming the school as the Mauritius Maritime Training Academy.  The Training Academy was inaugurated on 19 October 2007 by Hon. T.R. Baalu, the Indian Minister of Shipping, Road Transport and Highways of India in presence of the Hon. Deputy Prime Minister R. Beebejaun, Hon. M. Dulloo, Hon. J. B. David, Hon. V. K. Bunwaree, Hon. Dr A. Kasenally, Hon. A. Dulull and Hon. S. Tang Hin Wah, Diplomatics Corps and other eminent personalities.

The Building is situated at Royal Road, Pointe Aux Sables with sea frontage on a 2125 sq metres of land.  It is a one storey building designed by the Architect Department of the Public Infrastructure Division.  The ground floor comprises of a customer oriented designed counter and its waiting area, two workshops, two classrooms, one drafting room, provision for a canteen and a conference room, among others.  The first floor comprises of the administrative block, a library two classrooms and a Theatre of 168 seating capacity.  It has various bays of parking.



It is proposed to construct a jetty for the trainees, in its second phase.

Since its moving to its new location the Training Academy has been fully operational.  It is expected to become a Regional Training Centre and will provide training in a proper environment with all necessaries amenities and equipment.


Courses run at the Mauritius Maritime Training Academy
(1)
Training course for grade certificate as Efficient Deck Hand (EDH) and Able Bodied Seaman (AB).
(2)
Training for Seafarers forming part of a Navigation/Engine Room Watch as per STWC 78, as amended.
(3)
Basic safety training for Seafarers as per STCW 78, as amended.
(4)
Crowd Management, Passenger Safety and Safety Training for personnel providing direct services to passengers.
(5)
Proficiency in Crisis Management and Human Behaviours Training.
(6)
Training for Skipper and Second Hand for Certificate of Competency for Local Fishing Vessels of 24 metres in length.
(7)
Training for Chief Engineer and Second Engineer for Certificate of Competency (COC) for Local Fishing Vessels of 24 metres in length.
(8)
Ad Hoc courses upon request from other Ministries and Private Sector.

Maritime Library
The Mauritius Maritime Training Academy is also equipped with a Library with Maritime specialised documents and audio visuals prescribed by the IMO.   It includes also a list of books donated by the IMO and the Indian Government.   The Ministry is in the process of acquiring additional materials.

A computer software will be adapted to better managed the Library.  It is also equipped with computer and internet facilities for trainees and library users.


Certifications
The Mauritius Maritime Training Academy is MS ISO 9001:2000 since 2005. Regular internal and external audits are carried out to keep its standard and level of achievements.  Procedures for re-certification are in progress.

In 2008 the Mauritius Maritime Training Academy has been MQA registered and also has a pool  of MQA recognised trainers.

The Performance Management System has been shortly introduced as recommended by the Pay Research Bureau, Report 2008.


Facilities
The Mauritius Maritime Training Academy has entertained a number of seminars/workshop in its Theatre from others Ministries and Departments.   The Theatre has a seating capacity of 168 seats, equipped with sounds systems.  Its verandas and lawns are used for catering services which gives a unique view and atmosphere.

The Mauritius Maritime Training Academy offers on rent, against payment the following facilities:

Theatre              :   Rs 1300 per hour
Classroom           :   Rs 300 per hour
Conference Room :   Rs 600 per hour
